Student-on-student misconduct occupies much of school
administrators’ time and is a significant legal concern. Whether it
is called bullying, hazing, gang activity, harassment, or just
student misconduct, one student's mistreatment of another often
leads to a student tribunal hearing, an OCR complaint, or a lawsuit
